Appointment

On 1 October 2021, the SOS CV International Senate appointed four independent Commissioners: Justice Willy Mutunga (chairperson), Justice Gita Mittal, Mr. Andras Vamos-Goldman* and Ms. Mona Ali Khalil** to serve as the Independent Special Commission. 


The Independent Special Commission immediately started its work on 1 October 2021 in furtherance of its mandate to review and investigate allegations arising from the work of SOS Children’s Villages International including allegations of child abuse and failures of child safeguarding; corruption and misuse of funds; as well as other governance failings. 


  • * Mr. Andras Vamos-Goldman served with the ISC from 1 October 2021 to 31 March 2022.
  • ** Ms. Mona Ali Khalil served with the ISC from 1 October 2021 to 30 September 2022.

As articulated by the SOS CV International Senate, the mandate of the Independent Special Commission consists of the following tasks:


  • Assess, map and prioritize allegations and concerns raised, and initiate further investigations as deemed necessary;
  • Based on the findings of the investigations, confirm whether or not misconduct has occurred, or whether or not the concerns are justified;
  • Assess the allegations and concerns regarding the areas of child safeguarding, safeguarding in general, usage of funds, compliance, management and governance and other areas it deems important, and recommend the appropriate measures to the International Senate.
